CHARLEVOIX & EMMET COUNTIES 10 YEAR PLAN TO END HOMELESSNESS
In the Summer of 2006, the Michigan State Housing Development Authority (MSHDA)  asked county Continuum of Care(s) to write a “10 Year Plan to End Homelessness”, using as a framework Michigan’s Plan to End Homelessness and a Housing First model. The Charlevoix Emmet Continuum of Care, a workgroup of the HSCB,  asked NorthStar Consulting to facilitate the writing of this plan.

Area Status

In Charlevoix & Emmet County each year for the past 5 years (2001-2006) we find an average of 318 different homeless individuals. The community of Charlevoix & Emmet County recognizes the reality that many of its members are living just one paycheck away from potential homelessness. The accuracy of our homeless data, using either HUD or our local definition of homelessness, is suspect and for those working in the field the suspicion is that these numbers are remarkably low. This suspicion only intensifies when you consider that the spring 2006 count for homeless students in Char-Em ISD was 353 students. Only 66 children were reported to have spent time in a shelter during the first three quarters of 2006.

One of the keys to ending homelessness is education, breaking a cycle of poverty and teaching skills necessary for managing money, budgeting and sound decision making. This understanding has been the impetus for another concentrated area of focus for the Char-Em HSCB - Poverty Reduction.

Of the total identified locally as homeless, approximately 33 percent are women and 30 percent are children. Together, women and children comprise 66 percent of the homeless population in Charlevoix and Emmet counties. Domestic violence has been the primary reason for homelessness for an average of 50% of the homeless population over the last 5 years. An average of 160 of the 318 homeless per year stays at the WRC safe home.
